Is the AP-22 the best at the moment?
The Datron kit for £6000 cos it's GPS based & is well accurate (measures to the centimetre)
and offers lot more features
that said - depends on what you mean :D

I was thinking more along the lines of best value for money, lots of features, reasonably accurate and easily moved from vehicle to vehicle. (oh, and under £200)
I think the Blitz one is ruled out because it needs to be hard wired.

Can i suggest a tape measure and a stop watch!
total cost about £5, acurate to 1mm and about 0.1 sec (depending upon how co-ordinated you are!)
Seriously, just measure out a measured distance of 200m with a marks at 50m increments, and time (using the spit time facility) how long it takes to get to each mark.
Plot this out, and using S = U x T + 0.5 A x T x T, you can work out the mean accel and plot the mean speed line of each increment.
Or just look at the speedo!
