Mk 3 ibiza fan not working

Hi i'm a newbie to the forum but need some help my fans on mk 3 ibiza are not kicking in at all we have had a new head gasket new sensor and changed the battery fuse box has anyone got any more ideas by the way the engine management light is intermittant as well

I would have suggested the 30A fuse on the battery fusebox, the fuse to the far right

As you have a new fuse box though not sure this will be the case for you
