I have a '99 Arosa 1 litre and have had similar problems.

The Arouser is prone to misfiring if everything isn't perfect and this will cause the catalyst to fail eventually leading to emissions failure at MOT time and a costly new cat. Check that there are no vacuum leaks anywhere in the intake area : especially check for split ends on the brake servo hose: this was the subject of a well-known recall in 2002 for tons of SEATs and VWs. Also check for other leaks in the filter housing to throttle body seal and those two thin plastic pipes that connect to the underside of the filter housing.

Assuming the engine is well serviced with decent clean air filter element and good plugs, check the distributor cap inside for wear / arcing : these cost only a few quid at a motor factor and can work wonders.

Lastly, if you have the filter body off, check that the breather hose is not blocked and that there is not too much oily gunk down inside the throttle body, it can block up sensors and stuff down there and play hell with mixture settings. Carburettor cleaner may help, or consider taking it off and cleaning thoroughly.
