It's the case for storing the anti theft fascia of your car stereo when you remove it (the numbered section of the stereo is removed when you slide a switch on the head unit). Assuming you have the original head unit installed. The little case is normally stored on the inside of the glovebox door.
As for your stereo not working. Once I accidently pressed the switch mentiond above. The removeable face plate only partially came away, making it look like there was nothing wrong. I pushed it in (listen for a click). Everything was back to normal.
