I've had a searchy and a nosey through this forum but can't find the answer, because you can't use PM until you have done 10 or more posts, if you PM an newbie that has under 10 posts can they reply or, can you not PM them in the first place?

I believe they dont have any PM facilities at all so they can't send or receive.
