You can't put a dump valve on a diesel because there is no vacuum in the manifold. this is due to the throttle being controlled by pump injection as opposed to a petrol car having a throttle butterfly creating a depression.
sorry

Why don't you just fit a big VNT 17 turbo. It will make a serious sound. My friend has a MK2 golf with 1.9tdi in it. It is seriously quick (Vr6, 325BMW) and still does 35mpg.

I bet with a big Turbo it doesn't pull like a train at 1600rpm!!! I had a Montego with a Rover 16v Turbo conversion which has a small'ish Garret T2 turbo, it came on 12.5psi boost at 1800rpm, the standard bigger T3 turbos dont start till 3000+ and are not as drivable.
I feel that on a Diesel it might be more noticeable in every day driving.

My friend fitted a 90bhp tdi into a Mk2 Golf. It starts pulling from 1600rpm and is near enough on full chap at 2000rpm. There is no lag at all. He used a turbo from a 100bhp but got work done to it, different sized compressor wheels, bearings etc. The car does 131mph on the govenor in top. It will pull 0 -60 in low sevens. This thing is serious quick. It makes about 165bhp and over 300 lbs/ft of torque. It was at a track day and passed several impreza turbos (before the final upgrade, then it was only making 145bhp). If you need any info on tuning give me a shout I will talk to my mate.
