http://www.ross-tech.com is where you get it.
Price and all info is on their website.

I bought one....
as a toy and that is what i use it for.
real condition rolling road. basic 0-60 and 1/4 mile timings & ECU fault monitoring.
Although it does have a lot of prrofesional uses - after all it does the job of the 1551.
The cables are available on their own if you just want to use the free software (see pm). I payed £130 for the whole bundle.

whats this mean
KWP-1281
KWP-2000
http://www.hex.co.za/vag-com/vagcom_functions.htm
hmm not sure as there is only 1 peice of software.
maybe it to do with the cars ECU?
eg some functions work on some cars and not others.
this sounds like it - looking at the stuff at the bottom of that page.
KWP-1281: The original VAG Diagnostic Protocol. Used on all diagnostic-capable systems through model-year 2000.
KWP-2000: The "new" VAG Diagnostic Protocol. Used on a few 2001 ABS systems and some 2002 Engines, Transmissions, and Airbags.
