EGR faults

I got my 2.0 CR back from workshop two weeks ago after fitting a new vacuum boost control valve to the turbo. All going well...better than before until today :

Approaching traffic lights at 30mph, 900rpm no load, the MIL came on (the amber flashing glowplug). Anyway VCDS shows :
001027 - EGR Valve (N18)
P0403 -000 - Malfunction -MIL ON
Fault Status: 11100000

It also 3 fault frequency of :
001025 EGR System
P0401 - 000 - Insufficient Flow - Intermittent
Fault Status: 00100000

The last one was yesterday doing 60mph, 1633 rpm

What is the first error code telling me is wrong. Am I correct that the N18 valve is the control for the vacuum that opens the actual EGR valve ? And thus the EGR is not opening enough then causes the 2nd error of insufficient flow.

So is the fault in the N18 valve or in the EGR from the errors ?

Vehicle done just about 60,000 miles 09 plate
