Private landowners can get the charge (not fine) if they display the right signs to show you are entering into a legally binding contract by parking there.

Some dodgy ones hide the signs so well they can't be easily noticed or read.

That woman was silly to turn down an offer of a parking permit for only £40 a month!

agreed she was silly, but its very common for people to advise theses tickets should be ignored and state that they are unenforceable,
as long as the rules have been followed this indicates simply ignoring these is poor advice.
