High Idle and Radiator fan running

Hello, Hope you don't mind me posting this in the Leon section but not had much response in the Altea section,
I'm looking for some help with my Seat Altea xl. The problem can happen at anytime, after a few miles from cold or coming of the motorway, can be fine one day and then continuously do it the next.
Basically the radiator fan starts running and the idle increases if you bleep or rev the throttle it makes no differance the idle stays the same and fan keeps running, the only way to return the car to normal is switching off and starting up again.
I have replaced the battery, coolant temp sensor, Fan switch in bottom hose, Alternator, cleaned every earth I can see but no change. There are no codes showing on VAG and no dash lights.
Any advise would be helpful, Car is a seat altea xl 1.9 tdi, 2008 model. with no DPF.

Mine did this today i thought it was a dpf regen this morning then i got to work and turned off my car then i got back in it 10 hours later and as soon as i started it up from cold the fans started up at near full speed and revs just under 1000rpm just drove home and for the last 30-40mins it returned to normal rpm and fans went off very strange problem.

I'm not a mechanic but have u had the emmisions "fix"thingy done? Cos I've had it done&sometimes my radio fan cuts in even on short journey mentioned it to dealers when I took it for service they say its normall now I seem to remember reading summat about this "fix"causes dpf to regen more often don't remember where I read it on here or another VW website
just noticed year&no dpf as it's b4 dieselgate **** happen'd cant b that.
