i'm not sure but to me it just looks like the reflection from the camera flash the the same coulor can be seen in the fog lights.
i might be wrong.

ice blue LED's fitted into the light reflectors
drill small holes in the reflectors and fit the LED's through the holes with little plastic gromets then wire them up, job done |
