stutteringplease

my 97 2.0 8v has a rev limiter at 5000 revs or it definately feels like an electronic limiter shud it have this the car is standard so im sure its not got any aftermarket bits on has something gone wrong or shud it be limited at 5k...i dont want it to be...and it stutters and missis under hard...
