1.9tdi blown turbo?

The car is Seat Cordoba 1.9tdi 1997, done 200 000kms.

I first noticed this problem few months ago when there was sort of lean spot in acceleration while overtaking. It didn't bother me much as I could still use the car normally.
Today I went up a steep hill and felt that the car hasn't got the power it used to have.
To be sure I put the pedal to the floor and nothing much happened, it barely accelerated at all, however when I eased off the pedal it started accelerating again.

I haven't seen any signs of excess smoke or heard any weird noises yet, however now it's pretty much like driving normal n/a 1.9d.
I thought it is probably worn turbo, but could there be any other causes?

No, I must take the car to a garage then as I haven't got the equipment to do that. It seems that sometimes the problem is worse sometimes not. At low rpms it still pulls decently but at like 3k rpms there's a lean spot.
Maybe I should take it to a garage afterall, just thought that maybe there are some detectable signs to tell if the turbo is over.
