do i need to recode?

hi all just brought an octvia but also have kept my ibiza sport
i need a bit of help i have cruise control on the octavia but it don't activate, brake and clutch switch are working checked via vcds but when i switch the switch on the stalk no light comes on on the dash to say its activated. has anyone had this before?
i cleaned the connections inside the stalk but still no joy. so im now under the impression i need to change the stalk but need to know do i need to have it recoded or anything recoded if the stalk is change for a new one?

Do you know if it has it ever been working or if a previous owner has just (unsuccessfully) tried to retrofit the cruise control components?

from what have read online it comes with cruise (octavia laurin and klement 2.0tdi pd) . but if it was retrofitted what would need to be done to get it working?
