At that amount of money you can install FK AK Street Coilovers.
The adjustment range is from 25mm - 65mm.
There is also another coilover suspension(UKNo.1 uningShop) from 20mm - 100mm adjustment range.
Both of them are at your limit of £250.
You can search a little bit on ebay and you will find a lot of Coilover suspension kits.
As far as concerning the rims depends on your taste. 17" for comfort when driving inside the city and 18" rims if you want less comfort and sportier feel.

I have 18" rims on my leon and you can get a fill of how they would be.
Imagine only that the car is Red color :p

Yeah it's O.Z. Ultraleggera 18" titanium rims. They look pretty nice once in the car. i had BBC before but i didn't like the design of them. It's just purely personal taste.

For within your budget you have three main kits for coilover choices - FK AK Street, JOM and Prosport. All very similar kits but for any info or prices just let me know.
