I understand, but not only we are both in the same market, but PIA Zagreb is the same service centre we use. That is why I am surprised...Different markets likely have different prices for the document itself. The dealers usually charge labour to activate it which again varies

That's the same issue I've had with the store/app, how did you get it working?Resolved the Airbag issue, infotainment updated to 1940.
So far, everything works OK.
In car store app doesn't work though. It reports some error.
The cupra connect app on my iphone says I should renew the online services in the shop.mycupra.com
There it says that the store services are only available in the new My Cupra app or the in car store (which doesn't work).
The my Cupra app says that my car is not compatible with the My Cupra app and that I should use the cupra connect app

It’s done via the OBD port using ODISMy car is "Croatian", it was done at Porsche Interauto Cupra service by them.
I think that it is done through the Infotainment, but probably some service mode so I don't think you can do it yourself.
When I picked up the car, I had an activation code in a DVD box in the car (no DVD, just the code).
The Full Link app exists in the infotainment, but it needs to be activated.
