Over heating Problem

I own a 51 plate Ibiza Cupra 1.820vT its just failed the Mot as it overheats on the emission test. i have replaced the water pump and fan switch but the fans don't spin up at temp also the air con has stopped working? Any ideas?

try the fan fuse on top of the battery common problem

I did have quick look at them but they looked ok i didn't test them?
