Been looking at the ram air induction kit for my 1.6 TDI which is 150 quid and comes with tubing and heat shield. But Is it actually worth it considering the universal ram air cone filter is 30 quid. Is a heat shield and tubing a necessity?

Diesels run on excess air, so to answer your question no induction kit is worth it on a diesel.

Do you think then it’s worth just upgrading the panel filter to the likes of a k&n filter?
Nope

All these filters do is let more air through, more air / less filtration. Less filtration = more crap into your turbo. Save your money.

Cones are only really useful on petrol cars for induction noise, the power gains are negligible and when the bay is hot they can actually reduce power 9n petrols. Plus as above the filtration isn't great so you're potentially shortening the life span of other components. On a TDI I wouldn't waste my time at all unless you pop the bonnet at the local meet and like to polish your end.
