Help Request: Is this a problem?

Hi all,

I was topping up fluids the other day and the yellow rubber seal in the video caught my eye.

Is this broken or perishing? I have no idea what the part is or how serious it could be.

I will take it to my garage straight away if it looks like something that needs replacing.
