heater support pump p16c700

Hi I have a fault code of P16C700 heater support pump and under it states “locked” What does this mean ? Is the heater pump needing replacing ?? And is it a DIY or does it have to Go into a garage?? Also is this different to the water pump ?? Since the fault codes I have half the fuel economy...
