spigots

bought a set of mille miglia wheels and the spigots fitted are 57.1 but i cant get them to fit, if removed from the rim they will bang on but are not right, and the wheels wont go over them if they are already on the hubs or if fitted the wheels as they should be WTF? all of em on ebay say...
