that depends as some think they are the best when they are not
everyone can mend cars to an extent
a good tech should be able to do all jobs ie electrics/engine rebuilds gearboxes so on
knowledge is the key and you only get that from years in the trade not just paperwork qualifications
ive been in the trade for 30+ yrs and have done 46 courses with the vag brand and im still learning

Sadly there are more bad mechanics than good these days, plenty of garages won't invest any time or money in training or equipment and become stuck carrying out minor tasks as its all they're capable of.
Lets face it, most have this attitude - if you need to buy a new piece of equipment to carry out a job and it costs £100 but you'll only make £50 from the job - why bother!?
