Key to getting it glossy is good lacquer, the pain could be a Matt finish, as long as it's keyed and good lacquer applied it will be glossy. I've seen people paint the rear trim gloss black, looks good.

Whats keyed mate?

Its preparing the painted surface for the lacquer.
Flatting it back with some fine wet and dry so there are no imperfections in the paint, and the sanding creates grooves the clear coat can adhere 'key' to.
Part of prep is also making sure the surface is totally clean and applied in a dust free environment coz any contaminants will show up badly.

Since its plastic i think its a bit trickier to get a good gloss on it. I had bodyshop paint it for me along with the spoiler.
