You place a single pipe in place of the egr. The egr is not physically there anymore. And it flowa better because half of the internal diameter where the air flows is filled with the valve and flap etc. With the delete pipe its a smooth empty cylinder so the air flows through better

If you do it the other way, ie blocking the return pipe at the EGR end and the engine end all you end up with is a pipe with half the internal diameter covered with "guts"
I know what you mean with the egr valve still in place the boost will flow better but as its under boost etc the gain would be small tiny even! I took the asv valve off and looked at my egr it looks brand new inside like i left it when i first cleaned it! Its now done 10k with the egr del so happy with it i done it like that because if you look at my engine bay it looks stock not messed with which always looks better in my eyes
What i was saying is that the egr will never clog up as it now only has fresh air (boost) flowing through it not the egr gas which is where all the black sh*t comes from which in turn clogs the egr
