quickies

First of....ive noticed that my cooling fans come on on start up (even today at -7 !!) and have done for the last few weeks....is this a underlying problem ?? Had a quick look on here,there some ibiza ref to it. Second question...the air-con seems to go off around 2.5/2 degrees...is this to...
