The secondary air pump only works during cold starts. So the exhaust isn't hot. On cold starts the ECU enriches the mixture and more unburned fuel gets through to the exhaust side. Extra air, injected into the exhaust manifold, is needed to combine with the unburned fuel in the catalyst (this is one of the reactions the catalyst catalyses). The reaction is exothermic, i.e. it generates heat, which heats up the catalyst, which helps to make the reaction work faster, etc.
