Air con refill?

Hello,

My air con is not cold. In fact it makes no difference to the temperature if I have the air con on or off. And I really want ice cold air coming out of those vents!

I'm new to air con, can anyone advise if it just needs a refill - if so I've seen refill kits on halfords for £20.. will this do the job?
