Altea xl 2.0 tdi 2008 fuse box

Hi there I recently bought seat altea xl 2.0 tdi stylance 2008 and find out that cable attached inside fuse box (see attached photos) under staring while and I wonder if someone knows why someone will do it or what they bypassed? Just want to ask before I start taking off all panels to find where is going to. The cable is going out from slot 55. Thanks
