headlight help!!

hoping someone can help me shed some light on this. jumped in the car the other night and driver's side h/l not working. thinking it was the bulb tried a new one and nothing. i have scanned the car with vcds and keep getting fault code 00927. which indicates terminal 30. ive done a voltage check on the headlight connections and on the passenger side i am getting a full 12v but on the driver side im only getting 3v. ive tried everything, checked every bulb and even disconnected the battery to reset it. can anyone help before i take it for a very expensive trip to the stealers?

Turns out it was fuse 16 in the engine compartment that wasnt sitting quite right and arcing ever so slightly and only noticed when the plastic had started to melt! Problem solved! Terminal cleaned up, new fuse and lights are now as good as new!
