low mpg .....is it normal?

I'm sure there is a reason, but I haven't been able to find any information on what it's supposed to do.

The only thing I can think of is its a restrictor, which reduces airflow into the engine, this reduced airflow is then picked up by the sensor so the ecu can put the right amount of fuel into the cylinders, (the less air = less fuel = lower emissions) also the way the slats are curved sugests it also reduces intake noise. But I'm no mechanic and haven't got any formal training so don't take my word on it. All I know is I took it out and found the engine is more responsive and my mpg has gone up.

Just to add iv only got the bkd 2006 2.0tdi 140 altea and have found by taking it out you do notice a difference in the way the engine performs. An fr on the other hand is more powerful and has a slightly different setup e.g. There is a dpf filter, the turbo is bigger, the jets are better etc. etc . So removing it on an fr will have a different effect than on a little pd140 :) might even say any change isn't noticeable.
