Mk4 Ibiza sticky throttle at higher speed

When the car is stopped or below 30kph (approx) the throttle works correctly.

At higher speeds the engine does not slow down, or slows down slowly, when the foot is taken off the accelerator. If the clutch is depressed the engine revs up. If the revs are high with accelerator up and the car is slowed down with the break, at around 30kph the engine revs drop to idling.

This happened immediately after a service but the garage has been unable to fix the problem. They have replaced vacuum pipes, and say that they have tried to fix the issue with a used throttle body and accelerator sensor. They now think that it may be an ECU problem (cost €1200).

I then brought the car to a SEAT dealer and they are sure that it is the throttle body, but cannot explain why the car functions correctly when stopped and at low speeds. They recommend replacing the throttle body at a cost of €700 with no guarantee that it will fix the problem.

Help would be much appreciated!!

First start with unexpensive parts, like speed sensor, accelerator pedal, disconnect antishudder valve(throttle body) and see what happens.
