Yes, it's a smaller displacement engine with much less power available to you... so that shouldn't be a big surprise.
The FR TDIs are for people who want a fun/sporty drive but can't afford to spend their entire wage on V-Power Unleaded... and I think the derv FR fits that niche very nicely. Like everything, it's a compromise.
Personally I decided I wanted sacrifice almost all performance to get the cheapest running costs, whilst keeping the firm-but-comfy ride, good handling, great looks and extensive tech/gadgets that the Leon provides, so the Ecomotive is a perfect match for me.
That said, if I didn't have a long commute and especially if I only made short trips around town, I'd have probably plumped for a Prius or Lexus CT...
Hybrids absolutely stomp on diesels for efficiency round town. It's just that they're not great for longer journeys, where they're effectively just lugging around a very heavy battery using a small petrol engine. For my most common journeys, an eco diesel is the only way to cheap fuel bills (at the moment anyway).
