Rear Brake Drum Binding

Help needed, my back break drum was binding, I hit it with a hammer and that totally freed it up, took it out for a drive and its binding again, any ideas? My handbrake cable looks like this

I'd take the drum off and have a look. By the looks of the handbrake cable it definitely looks like that side is stuck.

UPDATE - So, the issue was the brake shoe handbrake arm had become massively seized, there was little to no spring back, so i loosened the handbrake fully, blasted the pivot point/hinge/whatever its called on the brake shoe with WD40, stuck a pry bar in to move the handbrake arm also moving the handbrake itself backwards and forwards on and off a 100 times and eventually i got the spring back and everything is working perfectly, PLUS the two handbrake cables are level, job cost 0
