I think its most likely a way of differentiating normal acceleration from overboost.

The thing definitely flies when pushed into this "second" position.

I was just about to post asking the same question, but thought I should search first to see if anyone else had already posted..... I can confirm I have definitely felt this too, it feels as though there is I detent position at the bottom of the pedal travel and when it is overcome , it feels like a micros witch is being actuated. I spend most of my time driving in Eco mode on the Motorway and definitely notice the increased performance when I press down hard on the pedal to activate the switch....
 
It's just the DSG kickdown reused as a way of overcoming the limited throttle response on the manual in eco mode. I actually found it's better not to use it on a DSG diesel because it drops 3 gears which leaves you revving the nuts off of it.
