I don't know if VCDS will
help to locate a faulty power relay, but it might be worth posting in the VAG-Com forum to see if anyone in your area is willing to
help. The Altea/Toledo platform is Can-bus, so you'll need someone with full VCDS - the Lite version doesn't do Can-bus.
Might be worth asking in the Altea forums too, as you share their platform.
There are two panels with potentially relevant relays, in the dash area.
One relay panel with nine relay positions on it, you're interested in position 2, - Terminal 50 voltage supply relay -J682- (433) It should have the number 433 on its can.

A second carrier is associated with the vehicle voltage control unit. The postions on this one appear to be labelled, from the diagrams. Positions B1, B4 and B9 might be relevant
