Turbo whistle

My Ibiza 1.9 tdi 2008 has done 73000 miles, the turbo has just started whistling on tickover, The whistling sound gets less as the revs increase. It had oil + filter change 250 miles ago ( full synthetic 505.01) about 1 month ago I removed EGR valve and cleaned the crap out of inlet manifold. About 1 week ago I fitted a pipercross panel air filter. Pipercross say these filters don't make more induction noise.It isn't down on power and is running well, has anyone else noticed their turbo diesel doing this? Maybe it is the air filter? Or if the turbo is on the way out it may fail soon. Just been out in the car, the turbo whistles when the engine is cold but not when it is warm.

Cold engine means oil slightly thicker , could be that or cold engine uses choke system till warm. Choke uses extra fuel. Giving higher exhaust flow till warm which maybe source of turbo spin.

Another thing I forgot to say is that I used a 400ml bottle in a full tank of diesel of archoil turbo cleaner 1000 miles ago, so maybe a cleaner turbo has changed things aswell. As I said, the car is running well.
