Whistling sound and lack of power?

looks like a turbo refurb, fingers crossed my compressors and housing is fine, I'm hoping its just the oil seals that have gone

I've given up trying to locate the turbo & the IC pipes in the engine bay from the top - think I'm going to have to take it somewhere...
