Cant use a private plate that makes your car look newer than it is.
Probably just unsold unregistered car, hanging around at the docks or something,
You can get them from dvla where you make your own and it's 2 letters 2 numbers 3 letters just like a normal plate so I could get mine KR10 KCC for example surely that's saying my cars newer?
Yes you could buy that plate and put it on a retention certificate - BUT
It would be illegal to put that plate on anything older than a 1st March 2010 car.
The dvla web site tells you you cant do it.

they are still selling the old shape astra for mega cheap. suppose thats why it might be an 09 plate
...and if you do it and get caught, then DVLA takes the registration number away, which you will have paid at least a few hundred pounds for.
You never own registration numbers - they're like software, you only own the right to use that number.
Maybe a Collector edition.
