De cat wont do anything power wise, you can gain maybe 5hp on the PD 150 removing the backbox. Cone filter etc wont do anything either, even if you had no air filter at all. Get a remap, get bigger injector nozzles, bigger turbo and a remap or something along those lines.
You wont smoke more without the cat either, your emissions will be higher but nothing you'd notice and the car isn't louder.
PD 150 intake could help with a remap as it allows better air flow but your injectors will still restrict how far you can get first then the turbo.

So decat isnt worth it on a 110 then ?

I'll just go for a cat back non res Cobra with 6x4 oval tail pipe as going facelift

If an extra 20bhp can be achieved with a remap i'd be happy :)

Not unless it's clogged but otherwise no, a nice exhaust and a decent map will make you smile though, guaranteed.
 
Don't think I can add anything to what Seatmann has already said. He's done much more with the TDI 110 than I ever did and can talk from real world experience.

Inlet changes will do nothing except make it sound different. Exhaust changes, if a remap is performed to take them into account, can release a few BHP. The catalyst in a diesel does nothing about smoke - more recent cars have to have a filter (DPF) to stop the smoke, which is little solid bits of carbon. The turbo provides a lot of silencing all by itself - after all it's extracting energy from the exhaust that would otherwise be thrown away, and a byproduct of that is noise reduction.
