Refurbish alloy wheels??

I have a Mk1 Cupra R and I’m thinking about refurbishing the wheels but are they powder coated as I’ve seen this costs more?

Most alloys are painted I have a set off the same wheels and they where painted not powder coated.

I put my R wheels in for a re coating but told as they'd been powder coated they needed to be stripped down and painted again otherwise it would look

Got quoted £85 a wheel for my 19's to go gloss black again.
