why don't you do it yourself?
If you do the necessary update to allow for Full Link activation, you'll have to code the software management into the control unit. If you need to code yourself, it'll cost you money anyways, so why not grant the local specialists the business? I've had to get myself the OBDeleven tool and the pro subscription because nobody in my direct vicinity even knows what they're doing and the dealer charges over €380 euros for an update.

The Toledo type KG has a MIB2 installed, or am I wrong here? I have never needed an FEC code for a MIB2 standard for full link. There are two options, the first is to install the toolbox and then install the patch. You really need a diagnostic device for this because the developer options have to be activated. Or option 2 is to use a full image where CID and CP are also patched. A diagnostic device is only needed for the "Software Management" error.

only for the USB interface you may need a diagnostic device

Could you provide instructions on how to do this with OBDeleven please? Dealer here in Ireland is asking for €450, and I already have an OBDeleven.

For software versions including full link unlock, check out https://mib-helper.com/.
Enter your current software train version (you'll find this in the system in your car through the system information menu). It'll show you what the most recent software for your system can be, and if it has a fully unlocked version (under section "Activators"). Be careful with this. The wrong version may cause an unresponsive unit. The update process itself is easy. New version on SD card, and from the system menu go to update, it'll find the update on the card, and just run it.

After the update, the unit might be stuck on a home screen. This would need some specific coding in the 5F "Media" module through OBD11. In my case, it had to do with the type of home screen which was defined, which didn't match with the new software version. You'll find youtube videos on it too.

There are 3 solutions:

1) ToolBox you need Diagnose Tool
2) modified firmware it is better with Diagnose Tool
3) legally from the dealer

Then it's new that the mib2 firmware is available again. Until the beginning of the week it wasn't. I have the firmware on my server anyway, including the modified one.
