Intermittent Loss of Power Steering

Hello everyone,
Sometimes when I start my SEAT Ibiza, the engine runs fine but the steering becomes very stiff, like there’s no power steering. At the same time, the display shows “Safelock check.”
The car is a 2012 1.2 TDI. I’ve already replaced the hydraulic pump, so I don’t think that’s the issue.
Has anyone experienced something similar or knows what could be causing this?

is the power steering as stiff when that happens as when engine is turned off?
are the symptoms still permanent after changing the pump? any change at all after changing it?

the battery is the most common cause if you already changed the pump, if the steering is lighter with engine running than with engine turned off, but stiffer than it should, then it could be a pump coding issue
