2009 FR TDi Tailgate latch won't open

The tailgate on my 2009 FR TDi won't open. When I press on the SEAT logo latch button nothing happens at all - I don't hear the motor noise from it unlocking.

Is the release button just a simple switch? I attempted to continuity test across the two terminals with it in both positions and appeared to get open circuit.

Also, should I expect to hear anything from the latch motor when I toggle the central locking?
