ABS kicking in at less than 5mph

Hi guys. I need some advice with this issue on my sisters car so I thought I would sign up here and see if any of you guys can help. The car is a 2001 Seat Leon 1.6 with approx 90k miles, completely standard.

Basically, when braking at low speeds, i.e. less than 5mph there is a brake judder, almost like the ABS kicking in and the brake pedal is kicking up. They have had someone local to them check it out and they have been charged £75 for a diagnostic which found nothing.

When braking at anything above 5 or 10mph it is totally fine, its only when coming to a stop that the ABS kicks in.

The garage have told them that for further checks and an electronic reset it will cost an additional £90+. The car has been costing them a lot recently and so I am trying to find possible solutions to the problem.

Anyone have any ideas what the issue could be here? The garage have suggested that it might be one of the rings missing, I'm assuming he is talking about the count as the wheel turns. This might make the ABS think the wheel has locked. However it does not explain why it only happens at low speed.

hehe just read this on Pistonheads. Sorry don't have any advice though.
:) Trying all the angles. From what I gather so far it is probably the ABS reference ring, which can be sorted by replacing the outer CV joint (£35 off eBay). Does anyone know if this is an easy job to fit it?
