According to ElsaWin, it's behind the front of the front O/S wheel arch liner. The liner doesn't have to be removed completely, just unscrew the front of it and bend it back. The cover for the horn is riveted to the body and has to be drilled.
If you have access to VCDS, the horn can be checked. The alarm horn -H12- may be verified using the switch diagnosis of the comfort system control unit -J393.

Someone may have removed it but seeing as though your CCM has thrown that fault I suspect your car came out of the factory with one installed.
The CCM will flag that fault if the alarm horn (which is completely different to your normal horn) looses its voltage, this is usually because the internal battery in the horn has failed.
I want to ask ... plastic beneath the windscreen glued it? Because I sweat glass as drive air and put it out then! I think this is due to retention of moisture! My filter is new!
