Fed up again with my AC that does not work below 3 degrees; why is when my wifes CLIO works fine at any temp; seems like overkill to me. Can the function be disabled?

Not easily. It is only the air cooling that is disabled, the air coming in is already cold, so why do you need it? Heating and distribution are still automated if you have Climatronic.
Your wife's Clio says that the air cooling is selected, but perhaps doesn't tell you that the compressor has been disabled. All cars suffer from the problem that at low temperatures ice will form on the cooling matrix, which is basically a refrigerator element, and in the drain hose. So if it doesn't get turned off in the Clio, it will choke the airflow and have to be bypassed, still contributing nothing to cooling the air. When it melts, the drain will still be blocked (it's colder outside than inside) so the water will find its way into the cabin.
If it's dry air you are after, as said above the air coming in is already cold so can't carry much moisture. Just turn the heating up.
If you are suffering from condensation inside then you should look to see if you have any water leaking in.

Hey, i have the same problem. Im used to drive a BMW, wich has a nice airco system. In winters it never suffered from a moistured front window, so it was really safe to drive. Since i bought the leon, and the AC doesnt work below 5°C, my window gets full of moisture, and I really cant see much.. Im about to buy those deflectors if there isnt a fix for the 5°C limit?
You almost certainly have a water leak into the cabin, and water under the carpets. It soaks into the soundproofing at the bottom of the wells in the floor first, and isn't detectable as wet carpets until later.
