I had the same issue an inch from the floor! Could not change gear switch the engine off! However, I could pull the clutch pedal back. After looking to see if there had been any thing obstructing the pedal I found this see picture!

I had mine changed as master had gone but when i drove off i heard a clicking. Looked under and it was this above so had to trim plastic very slightly. The symptoms your having is exactly what i had and it was the master. I had no obvious signs except sticky clutch pedal.
