Instrument illumination is by surface-mounted LED's on the dashboard printed circuit board. It is possible to change them for blue SMT LED's if you have the right soldering equipment and a steady hand, but they are not meant to be replaceable.
Considering they are surface mounts, I'd wager they're probably no larger than 0.5cm x 0.5 cm -- soldering them would be a pain if you're not experienced. You'd probably need one of those desk lamps with the magnifying glass bit in addition to your steady hands

The dash will have to come right out, which is a battery-disconnect operation, so you'll need your radio code to hand.
SMT components are meant for automated assembly so replacing them by hand is not going to be a walk in the park. A small soldering iron with a fine tip, desoldering pump, tweezers, care to avoid desoldering, loosening or damaging any of the other surface-mount components and good eyesight or a magnifying glass, along with a good workbench light are recommended. As you can see, though, others have done it successfully. Good luck.
