As above chipping and remap is just 2 ways of putting software on the cars ecu.
So it all depends who's software is on the chip but if your running APR software and running intake and downpipe I don't think other software could be faster while running safe settings.
The only way to be sure is to get both cars rolling roaded and that will tell you who has the most power and torque.
