I got an MOT advisory for my driver's seatbelt being slow to retract (amongst other things). If you just unclip it and leave it it generally won't retract on its' own, you have to feed it in to the bit on the B-pillar a bit then it will slowly retract itself.

Where do I start with trying to sort this? If it comes to it, anyone know roughly how much a new reel costs?

check to see if twisted!
if not fully extend and fasten in place
clean seat belt itself with washing up liquid or similar
dry with cloth and leave to dry
clean the buckle where it goes through the pillar and squirt a little silicone on buckle part
this speeded up my passat belts
 
Spray the belt with silicone mate. I had the same problem in my old 106gti and my mate at VW told me of this trick and it worked spot on. Just give the belt a good wipe down afterwards.
